Regulations forOpen Fund Projects (Trial Version)
Chapter I General Principles
Article 1. In order to give full play to the resource advantages of the Key Laboratory ofEdible Mushroom Processing (KLEMP), Ministry of Agriculture and Rural Areas,enhance the ability of scientific research and innovation, train high-levelscientific and technological talents, promote scientific research cooperationand academic exchanges, attract and agglomerate excellent scholars at home andabroad in the development of edible and medicinal mushroom resources, geneticbreeding, cultivation techniques, quality control, green preparation of activein the field of new product development, we actively carry out high-level basicresearch and applied research. In line with the operating mechanism of"Open, Mobile, Joint and Competitive", we set up special open fundprojects and formulate these regulations (trial version).
Article 2. The Scientific Committee of Laboratories shall propose guidelines for open fundprojects annually in accordance with the research fields of the laboratory.Researchers at home and abroad who are engaged in the research of edible andmedicinal mushroom and meet the requirements of application can apply the fundprojects according to the guide.
Article 3. The application for an open fund shall conform to the guide for application fora subject issued by our laboratory, and shall be determined after strictevaluation in accordance with the principle of "fair competition andpreferential support".
Article 4. Open fund projects are divided into major, key and general projects. The amountof funding is 80,000-300,000, 50,000-80,000 and 30,000-50,000, respectively.The research cycle of major projects shall not exceed 3 years, and the key andgeneral projects shall not exceed 2 years.
Chapter II Application and Establishment of Project
Article 5. The subject of open fund projects shall be opened to researchers of relevantfileds at home and abroad in an all-round way. Scientific and technologicalworkers from universities, research institutions, enterprises and otherinstitutions with technical titles above intermediate level or master's degreeor above can apply for financial assistance directly. Priority should be givento supporting applicants who cooperate with regular researchers in ourlaboratory. At the same time, we support domestic and foreign researchers tocarry out scientific research with their own projects and funds, and make useof the equipment conditions of our laboratory.
Article 6. Applicationsfor open fund projects shall be accepted 1-2 times a year. Researchers who havebeen granted financial assistance may not apply for new open projects when theyhave not completed the task of the project.
Article 7. Theapplication and establishment of open fund projects shall be carried out inaccordance with the following procedures:
(1) To formulate guidelines for the open fundprojects;
(2) Publishing the information of open fundprojects;
(3) The laboratory supporting institution conductthe preliminary examination of the application materials for open fundprojects, and submit the qualified application forms to the ScientificCommittee for evaluation;
(4) The Scientific Committee of the Laboratory shallevaluate the accepted application topics by means of meetings or writtencommunications, and determine the project topics and funding quotas inaccordance with the principle of "fairness, openness and preference";
(5) Publicizing information on the establishment ofopen fund projects;
(6) Signing a contract for the open fund project andaccepting the sponsor as a guest researcher in our laboratory.
Chapter III Topic Management
Article 8. KLEMPshall establish open fund subject management team and appoint specializedpersonnel to manage the subjects.
Article 9. The open fund projects shall be took charge and implemented by projectsponsors. The project sponsors shall formulate implementation plans accordingto the requirements of open projects, carry out research according to plans,and regularly submit the progress of the implementation of the projects toKLEMP. If the research plan needs to be changed or postponed, the consent ofthe laboratory should be obtained; otherwise, the laboratory will terminate itsfunding.
Article 10. Duringthe implementation of a project, the project sponsors shall activelyparticipate in the academic exchange activities of the laboratory according tothe requirements of the laboratory.
Article 11. If a project fails to be completed at the end of its implementation period, anapplication for postponement shall be submitted to the laboratory two months inadvance. An additional half year or one year may be allowed for the examinationby approval of the Scientific Committee.
Article 12. The project sponsors shall submit an application for acceptance check withinthree months after the completion of the project, fill in the Open Fund ProjectReport carefully, and submit relevant archiving materials to the laboratory,including:
1. Annual progress report and final report;
2. The manuscripts and copies of academic paperspublished and planned to be published;
3. Copies of patents, evaluation of achievements,appraisal and reward information;
4. Other materials related to the research, such asoriginal test records, electronic data and pictures.
Article 13. Scientific committees shall check and accept the completion of the project. Forprojects with good objectives and many achievements, priority can be given tothe next round of funding.
Chapter IV Intellectual Property Management
Article 14. At the conclusion of a project, the relevant assessment indicators such as thepapers, patents and products in the project application form and contract shallbe completed.
Article 15. Theintellectual property rights of the research achievements on papers, patents,monographs, research reports, certificates of appraisal and awards filed underthe support of open fund projects shall be shared by the key laboratory and theresearch institute. The first property right unit shall be the key laboratoryand laboratory supporting unit, the publications ofresearch achievements should be labeled by Key Laboratory of Edible MushroomProcessing, Ministry of Agriculture and Rural Areas.Unmarked publications will not be included in the acceptance results of theopen fund projects.
Chapter V Management of Project Funds
Article 16. The funds for open projects shall be set up separately and directly allocatedto the unit where the applicant belongs. By means of allocation in batches, 40%of the funds allocated after the signing of the contract shall be used forproject start-up, while the remaining 60% shall be allocated after projectacceptance. If the project fails to pass the final acceptance, the remainingfunds will not be allocated. Applicants are encouraged to go to our laboratoryto carry out research work, and use the project funds in the laboratory.
Article 17. The funds for open fund projects are mainly used for the followingexpenditures: materials fees, sample preparation fees, testing and laboratoryprocessing fees, publishing paper layout fees, patent application fees,copyright registration fees, data fees and other scientific research expensesdirectly related to the funded projects; as well as travel expenses, conferencefees and labor expenses for members of the research teams engaged in scientificresearch-related work, etc.
Article 18. At the conclusion of a project, the applicant shall submit a settlement reporton the use of funds. For underutilized funds, the rest of funds shall berecovered by the laboratory and shall not be transferred to other subjects.
Article 19. The funds for open projects shall be earmarked for special purposes, and allexpenditures shall be strictly implemented in accordance with the relevantfinancial rules and regulations of the current state and laboratory supportingunits.
Chapter VI Supplementary Provisions
Article20. These regulations shall be implementedfrom April 18, 2018.
Article21. The Key Laboratory of Edible MushroomProcessing, Ministry of Agriculture and Rural Areas shall be responsible forthe explanation of these regulations.
